Defensor dos valores familiares, Kurt Waldheim foi secretário-geral da ONU durante dez anos e, em 1986, elegeu-se presidente da Áustria, mesmo vindo à tona durante as eleições a sua participação direta na deportação de judeus e massacre na região dos Balcãs durante a Segunda Guerra Mundial. Nos anos 80 ainda elegiam-se nazistas, e a tarefa de Ruth Beckermann, que dirige e narra este documentário, é resgatar essa memória da campanha contra Waldheim buscando entender como a conivência do povo que lidou diretamente com o Terceiro Reich pode levar um criminoso de guerra ao poder.
